Supported accommodation for looked after children and care leavers aged 16 and 17 in England is regulated by Ofsted under the Supported Accommodation (England) Regulations 2023. Providers must be registered and must meet the supported accommodation quality standards.
This article summarises the main points for providers considering registration. It is general guidance and does not replace Ofsted's own guidance.
Support, not care
The most important distinction is that supported accommodation provides accommodation and support, not care. If the young people you plan to accommodate need care, a children's home is likely to be the appropriate setting instead. Being clear about this from the start shapes your service model, staffing and documentation.
Accommodation types
Supported accommodation can be provided in different ways, including individual or shared accommodation and arrangements where support is provided on site or through visits. Your registration and Statement of Purpose need to describe accurately how your service will work.
The quality standards
Providers must meet quality standards covering areas such as the leadership and management of the service, the accommodation itself, support for young people and protection from harm. Your policies, procedures and day to day practice should show how you will meet each standard.
Leadership and management
Ofsted will expect a capable manager with the right experience, a clear understanding of safeguarding and robust oversight arrangements. Think early about your management structure and who will be responsible for what.
Preparing your application
Before applying, make sure you have:
- a clear, accurate Statement of Purpose
- safeguarding and missing from care procedures tailored to your service
- safer recruitment processes and records
- suitable accommodation that has been assessed for location risk
- governance arrangements to monitor quality and safety
