NHS Frameworks, Bids & Tenders

Public sector contracts can transform a healthcare business, but winning them takes more than good services. We help established providers find the right opportunities, decide where to bid and submit clear, compliant and persuasive responses.

Commercial growth through public sector contracts

NHS trusts, integrated care boards (ICBs) and local authorities buy a wide range of health and care services through frameworks, dynamic purchasing systems and competitive tenders. Each route has its own rules, evaluation methods and timescales, and the bar for quality responses keeps rising.

Our role is to strengthen your bidding capability. We help you identify suitable opportunities, make disciplined bid or no bid decisions, plan your response and write answers that are specific, evidenced and aligned to the evaluation criteria.

The procurement landscape

Public procurement in England has changed significantly in recent years. The Procurement Act 2023 now governs most public contracts, and NHS healthcare services are commissioned under the Provider Selection Regime. Many health and care workforce contracts are also let through national and regional frameworks. We help you understand which rules apply to each opportunity and what that means for your submission.

How we support you

  • Tender opportunity reviews. Assessing tender documents and specifications and summarising what is being asked for.
  • Bid or no bid assessments. An objective view of fit, capacity, risk and likelihood of being competitive, so you invest effort where it counts.
  • NHS framework application support. Preparing framework applications, including compliance documentation and quality submissions.
  • ICB procurement submissions. Support with responses to ICB opportunities and processes under the Provider Selection Regime.
  • Local authority tender writing. Responses for adult social care, children's services and other council contracts.
  • Procurement questionnaires. Completing selection and supplier questionnaires accurately and consistently.
  • Method statements and quality responses. Planning, drafting and refining scored quality questions with clear structure and real evidence.
  • Pricing schedule support. Helping you structure pricing schedules and check them for consistency and sustainability. Commercial decisions on price always remain yours.
  • Framework readiness assessments. Reviewing whether your policies, insurances, accreditations and evidence are ready before an opportunity opens.
  • Bid review and compliance checks. A rigorous final review against the instructions, word limits and mandatory requirements.
  • Contract mobilisation advice. Planning the handover from award to safe delivery.

FAQs

Frameworks, Bids & Tenders: common questions

Do you write the whole tender for us?

We can, but the strongest bids combine our bid writing with your operational knowledge and evidence. Depending on your needs, we can lead the whole response, write specific quality answers or review and improve drafts prepared by your team.

Can you tell us whether a tender is worth bidding for?

Yes. Our bid or no bid assessment looks at fit with your services, capacity, compliance requirements, risks and how competitive you are likely to be. Sometimes the best advice is not to bid, and we will tell you that honestly.

Do you find tender opportunities for us?

We can review opportunities you have identified and advise you on where to look and how to set up alerts on the main procurement portals. Ongoing opportunity monitoring can be included in a retained arrangement.

How much notice do you need for a tender?

As much as possible. Tender deadlines are often short, so contact us as soon as an opportunity is published or, ideally, before it opens. We will be honest about whether a deadline is achievable.
